Christopher “CJ” Bell, a dynamic millennial leader in economic development, has been nominated by Governor-elect Matt Meyer to serve as the next director of the Delaware Division of Small Business. Bell, who has been New Castle County’s economic development director for the past year and a half, brings a wealth of experience in public service and advocacy for entrepreneurs.

A Rising Leader in Delaware’s Economic Landscape

Bell is the fifth New Castle County administrator nominated to join Meyer’s incoming administration. Meyer, who recently stepped down as New Castle County executive, expressed his confidence in Bell’s ability to lead the division.

“CJ is a millennial economic leader who has a unique understanding of the issues facing Delaware entrepreneurs,” Meyer said in a statement. “He has been an effective advocate for small business owners across New Castle County, and I’m excited to have him as a champion for innovation at the state level.”

The Division of Small Business, established in 2018 under Governor John Carney, was created to reimagine economic development efforts in Delaware. It replaced the Delaware Economic Development Office with the public-private Delaware Prosperity Partnership, focusing on attracting and retaining large businesses while supporting small business growth.

A Career Built on Advocacy and Innovation

Born in Prince George’s County, Maryland, Bell moved to Delaware as an undergraduate student at the University of Delaware, where he earned degrees in psychology and public policy. After graduation, he stayed in the state, drawn by its low cost of living and community atmosphere.

Bell began his political career as a personal aide to U.S. Senator Tom Carper in 2017 and later worked on Governor John Carney’s re-election campaign. During this time, Bell also founded The Connect, a grassroots organization supporting millennial and young adult entrepreneurs across Delaware.

His leadership of The Connect gained the attention of Matt Meyer, who appointed him as New Castle County’s economic development director. In this role, Bell spearheaded initiatives such as the Building Better Communities program to enhance public safety in at-risk areas, the Commercial Corridor Program, and the Grow NCC Fund, which supports small businesses in the county.

Championing Innovation and Entrepreneurship

Bell’s nomination is critical for Delaware’s small business community. With his background in both state and federal government and his track record of fostering innovation, Bell is poised to lead the Division of Small Business into its next chapter.
