Delaware State University Surges: Enrollment Up 31.7%, Research Nears $50M, Launches First Online HBCU Consortium

Delaware State University has released its 2025 Impact Report, highlighting record-breaking growth, major research expansion, and groundbreaking innovation at a time when colleges nationwide are facing enrollment declines.

The report, titled Legendary Legacy and Love, documents a university on the rise—five years into what leadership describes as one of the most consequential periods in its 135-year history.

Among the most notable highlights: enrollment has increased 31.7% since 2020, reaching an all-time high of 6,623 students in Fall 2025.

📈 Growth That Defies National Trends

Across the country, higher education institutions have been grappling with declining enrollment. Delaware State University, however, is moving in the opposite direction.

The university welcomed its largest incoming class ever, with more than 1,900 first-year, transfer, and international students. Much of this growth is driven by expanded access initiatives, including Delaware’s Inspire Scholarship program, which provides full tuition support for eligible in-state students.

DSU continues to serve a high percentage of first-generation and Pell-eligible students, reinforcing its role as a key pathway to economic mobility.

💰 Research Enterprise Nears $50 Million

The 2025 Impact Report also highlights significant gains in research and innovation.

Since 2020, Delaware State University’s research enterprise has grown by 88%, now nearing $50 million in total funding. In the past academic year alone, the university secured $22 million in new research awards.

This growth has contributed to DSU’s return to Carnegie R2 status, recognizing its increasing role as a high research activity institution.

New developments such as the Agilent Hub for Agriculture, Innovation and Extension, along with expanded federal and industry partnerships, are helping to position DSU as a leader in applied research and workforce development.

🌐 Launch of a National First: eHBCU.edu

A major milestone outlined in the report is the launch of eHBCU.edu, the first online HBCU learning consortium in the nation.

Created in partnership with Alabama State University, the Southern University System, and Pensole Lewis College, the initiative aims to address a major gap in higher education: millions of Black Americans who have some college credit but no degree.

With fewer than 20,000 Black online learners currently enrolled at HBCUs, the consortium is designed to expand access, increase enrollment, and create new pathways to degree completion nationwide.

💼 A $700 Million Economic Impact

Beyond campus growth, Delaware State University continues to serve as a major economic engine.

The university generates more than $700 million annually in statewide economic impact while producing graduates in high-demand fields such as healthcare, education, STEM, aviation, and business.

It also ranks among the top institutions in the country for social mobility, helping students improve long-term economic outcomes.

The 2025 Impact Report underscores a broader message: when historically Black colleges and universities receive the resources needed to support their mission, they can deliver measurable, scalable results.

With rising enrollment, expanding research capacity, and innovative national initiatives, Delaware State University is positioning itself as a leading example of what that investment can achieve.

And as many institutions across the country continue to struggle, DSU’s trajectory suggests that its growth is far from over.
