For Dr. Joe Evans, the journey started in East Baltimore’s Zone 18 and led to classrooms, military service, school leadership, entrepreneurship, and ultimately earning a doctorate. His new memoir, From the Hood to the Hood: Beating the Statistics. Defying the Odds., chronicles a life shaped by faith, resilience, education, and an unwavering commitment to helping others overcome adversity.

Today, Dr. Evans is a respected educator, principal in Delaware’s Capital School District, Army veteran, author, husband, father, and longtime academic leader. Along the way, he has impacted countless students and families while proving that perseverance can overcome even the greatest obstacles.

DelawareBlack.com spoke with Dr. Evans about his Delaware journey, the inspiration behind his book, the lessons he learned growing up in East Baltimore, and the legacy he hopes to leave for future generations.

Delaware Became More Than Home

Although born and raised in Baltimore, Dr. Evans says Delaware quickly became much more than the place where he worked.

“My wife is a native of Delaware, so it was a great place to raise my family,” he says. “Delaware gave me the opportunity to grow personally and professionally while making a meaningful difference in the lives of students.”

After arriving to pursue educational opportunities, he found a close-knit community that valued service, leadership, and collaboration.

“Over the years, it became more than where I worked—it became home for my family and my purpose.”

Throughout his career, Delaware challenged him to grow while allowing him to serve students across multiple school districts.

“Delaware’s close-knit educational community allows schools, families, and educators to collaborate in meaningful ways,” he explains. “That sense of partnership creates opportunities to make a lasting impact on students.”

As both a Bear resident and principal in the Capital School District, he believes Delaware’s youth have tremendous opportunities—but also need consistent mentorship and adults who believe in their potential.

From the Hood…to the Hood

The title of Dr. Evans’ book carries a deeper meaning than many readers initially realize.

“It represents my journey from the streets of East Baltimore, Zone 18, to earning my doctoral hood,” he explains. “It reminds people that where you start does not determine where you finish.”

After years of reflection, he felt called to document his experiences—not simply to tell his own story, but to encourage others facing similar challenges.

“I wanted to leave a testimony that faith, education, and perseverance can change lives.”

Rather than presenting a polished version of success, Dr. Evans intentionally chose honesty.

“People connect with authenticity, not perfection,” he says. “I wanted readers to see both my struggles and my victories so they would know transformation is possible.”

His hope is simple:

“I want readers to leave believing their circumstances do not define their future.”

Growing Up in East Baltimore

Life in East Baltimore was filled with hardship, but it also built resilience.

“Challenges were part of everyday living,” Dr. Evans recalls. “At the same time, my neighborhood taught me resilience, loyalty, and perseverance.”

Raised by a single mother, he credits her strength and sacrifice for laying the foundation for everything he would eventually become.

“My mother taught me the value of hard work, sacrifice, and unconditional love.”

Even today, those early experiences continue to shape how he views others.

“I learned never to underestimate anyone based on where they come from.”

Although the odds often seemed stacked against him, mentors, teachers, family members, and military leaders helped him see a future beyond his circumstances.

“Their encouragement changed the trajectory of my life.”

Education Changed Everything

Education became the turning point.

“I realized education could open doors after seeing how learning created opportunities beyond my neighborhood.”

The journey wasn’t easy.

Financial hardships, self-doubt, and balancing life’s responsibilities tested his resolve throughout college and graduate school.

But perseverance—and faith—kept him moving forward.

Earning his doctorate became much more than an academic accomplishment.

“It reinforced my responsibility to uplift others.”

For Dr. Evans, the doctoral hood symbolizes service rather than status.

“Leadership is about serving others, not seeking recognition,” he says. “Every accomplishment carries the responsibility to help someone else succeed.”

His advice for first-generation college students is both practical and powerful:

“Believe that you belong before anyone else confirms it.”

Lessons from Military Service

Before becoming an educational leader, Dr. Evans served in the U.S. Army’s 82nd Airborne Division.

The experience helped shape the leadership philosophy he carries today.

“The Army taught me discipline, accountability, and leading by example.”

Preparation, teamwork, trust, and adaptability remain central to how he leads schools and develops staff.

He also believes the best leaders balance accountability with compassion.

“Strong leaders set high expectations while genuinely caring for the people they lead.”

A Passion for Students

After more than two decades in education, Dr. Evans says his motivation has never changed.

“Seeing students discover their potential motivates me every day.”

Beyond his work in public education, Dr. Evans has also served thousands of students and families as the Director and Owner of Math Works and now Results Tutoring. For more than two decades, his academic programs have supported K–12 students, college students, and adult learners across Delaware, Pennsylvania, New Jersey, and Fayetteville, North Carolina. Offering instruction in virtually every subject area, Results Tutoring has become a trusted resource for families seeking academic excellence, confidence, and long-term success.

“Whether students need support catching up, getting ahead, or preparing for college and careers, our goal has always been to help every learner reach their fullest potential,” Dr. Evans says.

Among his proudest accomplishments was helping launch the Middle School of Innovation in Dover.

“It was both challenging and rewarding to build a school from the ground up.”

He believes today’s students need far more than academic knowledge.

“They need resilience, adaptability, integrity, compassion, and lifelong learning.”

He also challenges common misconceptions about underserved communities.

“Many people mistake limited resources for limited potential.”

According to Dr. Evans, advocacy means ensuring every child has access to opportunity, support, and adults willing to speak up on their behalf.

Faith, Family, and Purpose

Throughout his story, one theme appears repeatedly: faith.

“Faith has been my anchor through every challenge and uncertainty.”

His family has remained equally important.

“They keep me grounded and remind me why I strive to make a difference.”

Balancing multiple roles—educator, principal, author, husband, father, business owner, and community leader—requires intentional priorities and being fully present wherever he serves.

“I hope my legacy reflects faith, integrity, service, and perseverance.”

For young people growing up in Baltimore, Wilmington, Dover, or any underserved community, he offers one final message:

“Your circumstances do not determine your destiny. Keep believing in yourself, trust God, and never stop pursuing your purpose.”

And when reflecting on what success means today, Dr. Evans offers perhaps the most fitting conclusion of all:

“Success means using every lesson from my journey to help someone else reach theirs. If my life inspires even one person to overcome the odds, then I consider my mission a success.”
